- Rutter’s Virginia expansion is part of the company’s broader plans to reach 130 locations by 2028. Those plans also include expanding into Delaware for the first time.

Rutter’s Winchester store was first revealed in July 2024, and the company broke ground on this site near the end of the year.
The nearly 14,000-square-foot store offers Rutter’s well-known foodservice program, which includes burgers, sandwiches, fried chicken and seafood, Tex-Mex options and more, as well as multiple releases of LTOs throughout the year.
The 1747 Bar & Lounge also features 75 nearly alcoholic beverage options, including spiked slushies and canned cocktails, as well as 20 high-definition 65-inch televisions and three real-time sports tickers.
The forecourt has 12 auto-fueling positions and five diesel lanes for commercial vehicles.
The store is Rutter’s 91st location, and marks the seventh location the company has opened since sharing its growth plans in 2023. Rutter’s declined to share any further details about its expansion plans in Virginia, but the company said in 2023 that it expected to open about 10 locations in Virginia and Delaware.
The majority of Rutter’s stores are located in its home state of Pennsylvania, with a selection of others in Maryland and West Virginia. No Delaware locations have officially been revealed yet.
